Question, what is sticking out by the rudder? It looks like another fin there.

I noticed that too Adam, but did not wish to comment on it till I had more information. A rudder within a rudder? Like a feltner flap? Anyone who has watched an Ohio model turn could appreciate the possibility of improvements to the Ohio design's turning abilities. Keeping my eyes open.
